48RE won't shift past 2nd. HELP

Today a friend and I went about the task of replacing the Gov. solenoid and pressure sensor. The whole project went easy and with out issue except for the test drive. Truck runs from first to second better then ever but will not shift up to 3rd. RPM's free spin at anything past 2100 rpms. Truck wont go past 25mph. My theory is that I may have some clutch pack debris caught in the valve body preventing pressurizing to third. Any thoughts??? May have to limp to the local tranny shop but wanted opinions before heading that direction.

I experienced similar symptoms several years ago and it was clutch debris collecting on the filter and creating a restriction. I ended up with a complete rebuild and upgrade.
