Yes you can put a pressure gauge on your filter cover. Just make sure you isolate it before you bring it ito the cab. I know geno's has a cap that is threaded already but I have seen many guys drill and tap their stock cap.
yes it is highly pressurized after the filter. If it was before the filter the filter media would have no chance of surviving. We are talking 20-25k pressures here. The "lift pump" in the tank only provides fuel to the injector pump in bulk not pressure. It reduces the stress on the injector pump since most pumps are better pushers than pullers. The filter is between the lift pump and the injector pump.
