2005 cummins terrible mpg

I have a 2005 dodge 3500 and do good to get 10mpg out of it i average 9.5 hand calculated. It’s leveled on 245/75/17 A/Ts and 17in alloy wheels. As far as performance all it has is a tuner,s&b intake, and pacbrake exhaust brake.I have played around and changed the tunes and no change. No matter how i drive it i still get the same mpg. I have cleaned the map sensor as well and no change. I have used power service fuel additive and hot shot extreme and no change. I hear of people with trucks set up like mine getting at least 15 but most of the time 17-20. I’d be happy to get 14 at this point. Any ideas what i could do to fix this?

How many miles are on the truck? Have you changed any of the engine sensors(Crank and Cam Position)?
Are any of your brakes dragging?
