Swapped Out PS Box now no brakes or steering

We replaced the PS box on my 2001 dodge ram, 4x4 diesel, quad cab, automatic. With the front wheels off the ground we were able to bleed the system, but with the truck on all 4 tires the wheels won't turn, I also noticed that the brakes are EXTREMELY hard, like you have to press with 2 feet on the pedal to get a response.

We had to drop the PS box because a bolt had sheared off, it was still functioning but we decided with a lifetime warranty why not swap it out. Both steering and brakes worked before all this.

Is it possibly the master cylinder? I am at a loss here.
