Steering wheel adjustment

Has anyone had trouble or "stiffness" trying to adjust the height of the steering wheel.
Mine has actually at times, stuck in one position and not wanted to go up or down.
Playing with the steering wheel and the lever at the same time allowed me to do it.......
Oh ya, could this effect my lights?
I have had twice a problem with the lights going on after I turned the dash switch on. I noticed this when I tried to hit the Highbeams. ( I'm in Canada, so don't forget about the daytime running lights)

Do a site search for "clockspring". I see a lot of related type problems involving this part of the steering wheel mechanism and most replies refer to the clockspring.
