seatbelts locked up on 99

seatbelts locked up on 99
The seatbelts on my 99 dodge locked up all of the sudden. I drove it 1 morning then went to lunch, came back out and seatbelts were locked up. Any ideas out there?

I had this happen on my 98.5. It usually would just start working later. A couple times it was a couple days before i got it working. I tried hitting the seat where the belt comes out, sometimes it worked.
