Seat belts

My 99 dodge SLT Laramie 2500. Both front pass and drivers side seat belts will not release. Have checked fuses and things like that to no avail, all fuses are good. Anybody else faced this issue before? I'm going on a trip thru a couple of different states very soon and don't need to get pulled over for no seat belts.

A bad central timer module can cause this problem, it will also drain your batteries if parked for long.

central timer module?

Where would that be located, can I do this myself?

Sorry, I'm not sure where it is on a '99, maybe someone else will chime in.
Some are under the dash, others under the seat.
Replacement is easy, just unplug the old one and replace it.
The CTM is about $125.

A bad CTM will set a code, maybe on a '99.
'99 is a weird year for the electronics, you can't do a self check with the key off and on trick, have to use a scanner.
My suggestion rather than throw an unnecessary part at the problem would be to go to an auto parts store that scans for free. O'Reilys is one that I know of that does it.
