Paint peel... Is it the primer or the color coat?

I'm sure this is a very old topic but Im half way through sanding and would really like to know...

1994 bad bad bad paint peel. So is it the primer not sticking or the top / color coat not sticking? Both seem to be coming of in different places and only on the upper surfaces making me think its the sun's fault? LOL

IIRC it was a defective primer that didn't produce good tooth for the color coat.

Search "peelers". Its the nickname given to the ones that had bad paint jobs...

Yep, when GM paid to paint my Chebby they specified that it had to be taken to bare metal for the paint to hold.

I am sure Chrysler had the same problem.

Dodge and GM weren't the only ones- you see lots of vehicles on the road peeling. I had an 87 Ford that Ford repainted- they took it down to bare metal. I was the second owner. I took it to the dealership, and they did a simple test- put a piece of masking tape on a problem area, make sure it was bonded, and pulled it off. If paint came with it, it qualified.
With my Ford, the paint wasn't well bonded to the primer. I assume these other vehicles have the same issue- maybe the common denominator was the primer supplied. I wonder if all the manufacturers used the same primer?

Problem happened when the EPA required low VOC (fumes) paint.
The big three all used the new primer without long term testing.
Ford and GM quit using the inferior primer right away and repainted the effected vehicles for free right away.
Chrysler kept using the defective paint for several more years and made people jump though hoops to get new paint.
I took Chrysler to small claims court, they didn't show up and I was awarded $5000 to have the truck striped down to bare metal and repainted.
Sort of doubt if you could sue them this far out.

Oh no... Who knows how many owners this thing has had? Ive been taking it down to the metal where ever it has come loose and Im also getting pretty severe in my sanding on any upward facing surfaces. I am curious if I can scuff and paint over the lower areas where it appears to be in good shape? I really don't want to take the whole truck down to bare metal if it doesn't need to happen. LOL what does come off just flys off and you can sure tell what is stuck on well. Seems like it is about as bad as it is going to get after 19 years.
Thanks for the history and input here.

Sort of doubt it, it will keep on getting worse until every square inch of paint finally comes off.
I have a friend who started repainting his as it peeled about ten years ago and he's still doing more each year.
Started out with the upwards facing surfaces, then spread to the cab sides and tailgate.
All that's left to paint now is the sides of the bed and between the cab and bed.
He uses a chemical to strip it to bare metal, lot less work than sanding.

Dad's 94 wasn't a peeler, but the hood, fenders, and doors have all been repainted due to collisions with venison.

The bed has never been touched and is still perfect. The roof top, however started to flake off about 4 years ago and is slowly peeling at the windshield molding back. He's the OO but it probably won't see any new paint....

I'm sure the So Cal sun isn't helping. I'm from there and remember how fast the interiors cook out of the vehicles down there!

It was weird on my 95 truck...I bought it with 386 KM and there was no peeling paint and it was all orginal..But had a lot of scatchs, dents and rust...I sanded the clear and feathered the scatchs...I then sprayed the whole truck with a high solids primar sealer...So far after 6 years...The paint is still ok...Nothing creeping from the bottom yet...knock on wood...

My truck was a orginal two tone black and red..Did some colors peel more than others??

Im the 4th owner of my 1995, its been repainted and now mine is just bubeling on the cab and hood. Im going to hit it with a huge 8" wire bursh and take it down as far as I can then spray it with Raptor liner bed liner. One and done.

On the 95's it seems that white is the worst one. Bad primer and low UV shield in the color. Mine is a peeler. I am about to hit it with rust bullet again this spring.

Seems like white and Driftwood peel the worst.

Mine is white and really was embarrassing to drive... I have the hood, top, driver side fenders, door, and tailgate of the bed all smoothed off and rattle canned primer on it. Now to jump over the passenger side and knock it out. Im anxious to get a good urethane primer coat on the whole thing ASAP.

That's what I use, high build urethane primer/sealer coat.....

Are you keeping it white?? Or doing a color change??

I know in white....You could get some real nice peril whites with blue, red, gold etc metal flakes....Even the reds have all kinds of flake...I have gold/silver flake in mine...

Being you have a hotrod shop...That truck is going to turn out nice..
