A short is when the power goes to ground directly causing the wiring to let the smoke out or the fuse to burn. An open is when you have current waiting to do its job but can't get there because the wire is broken or a switch/relay is cooked.
Did you use your test light ground from the battery or from the headlight harness?

Headlight harness.
Plug at the bulb to be exact. Here's another stumper. I noticed that my headlights didn't fit very well into the sockets. I checked and they are 9007 bulbs. I looked in my manual and it says some 2002's used 9004 so I got 9004's. Put them in and my headlights and they fit and got instantly brighter on dtr, basically they look like low beams now so I think the wrong bulbs were in. However, when I switch on high beams, the high beams come on but I get no
high beam indicator on the dash anymore. I know the high beam dash light driver goes through the dtr relay. I have a friend at work with a '96 1500 with a working relay, will this one suffice as a test unit? I'm leaning toward the dtr relay now, however, if I unplug the dtr relay and turn on my headlights, I still don't get low beams, just high beams. Keep you posted...

AFAIK the DTRL switches a safety relais to complete the ground circuit for the low beams- but not the fogs. (Separate output from the dtrl module)
Maybe trying to swap the safety (security?) relais in the pdc with another relais from a known working circuit could help.

Tried that, swapped it with my horn relay, no difference.
