need more lowend "totaly stock 98 12v"

I've got a freind that is looking for recomendations on how to attcheive more low end power. He said when pulling his 6800lbs trailer at highway speeds it's got plenty of pwr.. ;D But around town about 1700-1900 rpm is where it needs help. Since my education and experiance is with a 93 I thought I ask you guys. By the way it's 5 speed.

Look at my sig, it is a pretty good gain for the money. I have plenty of low-end, even with my auto.
