lighting question

i am new to this forum and have just purchased a 01 ram 2500. it is driving me crazy that the interior lights (3), the cargo light and the under hood light all do not work. ive checked the fuse #5 is for interior lighting on the side of the dash. it is not getting any power anytime at all. when the manual switch on the headlight controller is moved up to turn them on, you can hear a click which may be a relay cycling, but no lights. ive searched the forum for an answer or help before posting this one to no avail. thanks a bunch for any suggestions. also, should there be a light around the ignition switch? this is driving me nuts.

thanks,
shawn
