There is a company called Free Form Plastics that makes a product that you can place in the bed of the truck and fill with sand. it interlocks into a flat surface so that you can still use your truck.
Here is the company's website.

I bet I have the most expensive ballast now. We just removed four very large pieces of 1 inch thick marble from our house. Once piece alone weighs 300+ pounds. I drove my dually in the rain for the first time today. I will be keeping it all there until I need the bed for something else. Plus I like to say that I have not gone cheap with a drop in or spray in liner, mine is lined with solid marble.

I have sand bags in the bed of our pickup. I will probably throw them away when we move this summer. I will buy a piece of steel next winter. It so much more dense than concrete or sand that it takes up a lot less room.

Another way to address the problem if you need bed space and have the means to deal with heavy weight is a ballast filled piece of pipe that plugs into receiver hitch. Also doubles as a ricer rear-ender barrier.

I have almost a complete set of tools in a 'tailgate toolbox', on the tail gate. I run 285 75 16 GY Wrangler ATS. I am usualy ok, but if I start hopping in the sand, I stay hopping untill I get to hard ground. I have plans for an under bed air comp. and tank, so I hope that will help.
