LED headlights?
Nobody offers legitimate LED replacement headlight bulbs. The technology is not to the point of directly replacing 55w Halogens yet.
You will see led bulbs for sale that fit your headlight base, but they will just be for show. You won't be able to see. Audi and Honda are just now starting to release LED headlights in production cars, and they don't use led "bulbs" at all. They are basically a headlight housing built completely around an LED "module". They are an expensive option as well.

To me, it sounds as though the OP is asking about LED headlights (high beam/low beam) ....

See the difference? The first headlamp is exclusively LED modules, whereas if it were just a running lamp there would also be a projector or reflector lense in the housing.

So far, what I've been reading about 9004 and 9007 LEDs is a bit confusing. Sounds like they made them interchangeable some how. I can't see how that could work very well considering how different the 2 bulbs are. Wired different, keyed different, filament placement different. So for now, I'm holding off on changing bulbs. Auxiliary lights are another matter though.
If you're really interested, maybe check with a company like v-led. Everything is made here in the US and they are quality parts. I know they have led replacements made for the H series but not sure on the 9004/9007.

A few months back, I pitched the ornamental lights from the bumper on my 99 and made new brackets for XB-Led brand fogs. Pretty impressive lights. They're 1200 lumens each so almost as much output as a 9004. Very focused beam.

You could probably retrofit something into an aftermarket projector headlamp housing, but is it then DOT legal? Lots of questions. Id convert to HID first.
There are some really bright (and cheap) led panels out there now that could be made to work. Looks like the above are smaller 1-3W LEDs stacked up to get the final lumen rating.
Another thing to note is that the 3w and up start to need fairly large heat sinks and current limiting power supplies or they cook themselves.

IS a retrofit legal? No. Doubt you would pass a state inspection if you had one. My Sport lights were shot. Plastic aging with fine spider web cracks throughout the lens. I wanted to do an HID but conscientiously so I did a retrofit rather than pop in an HID kit and blind everyone on the road with glare. HID bulbs are 3,000 lumen. They also have an average lifespan of 2,000 hours. Double your halogen output. I grabbed a cheap set of ebay lamps without all of the bs led's built in. Pulled them apart and dropped coin on a pair of real quality projectors with all the preipherals. The result was a blanket of clean pure white light sharply cut off below others mirrors and glass. Not blinding anyone and not drawing attention to myself except for maybe the park/turn signals. I put cree switchbacks in there. They have a white cree forward facing when on. When you put a signal on, the cree turns off and the barrel of the light flashes amber.

If anyone is thinking about jumping on it, be sure about return and warranty policies. Install them and find a wall. Park about 25 feet back and check beam pattern and output. You need light without blinding anyone with glare.
