I used that procedure on my '99 to disable the horn beep so my neighbors wouldn't kill me after I installed the air horns.
As for new fobs, I think the dealer has to use a DRB to get the truck's existing code to recognize them.

I know, at least for the 01, the owner's manual explains how to program additional FOBs. Unless you really like your dealer, you can do it your self.
I think you can have up to 4... I don't have it handy but its something to the effect of turning the ignition off on a few cycles, then hitting the brake, holding your right ear lobe and pressing buttons...

Sorry I'm getting back so late, things got busy...
While fueling up this morning I opened up the owner's manual. This is what it states for the 01:
First, let me just state the obvious. Make sure your neighbors within 50 feet don't have a dodge vehicle near by. Anyone who operates their keyless entry while your setting this up can potentially have access to your vehicle. The unsuspecting neighbor will unlock their door and incidentally unlock yours...
Second, make sure you have all FOB's with you. You cannot setup each FOB individually, as all others not being setup at this time will be erased.
Up to 4 FOB's can be programed
Procedure
1. You must have at least 1 (existing) already programed FOB. Get your additional transmitters you wish to set up.
2. Turn the ignition into the run position (don't start)
3. Hold the unlock button on the (existing) FOB for 4 to 10 seconds.
4. During the 4 - 10 second period in step 4, while you remain holding the unlock button, press and release panic.
5. Release the unlock button, you now have 30 seconds to program your additional FOBs
6. Within the 30 second period go ahead and press either lock or unlock on the additional FOBs. An audible signal will let you know the program is complete.
This process should take you around a minute, maybe 2 if you screw up and need to do it again
