Fuel sending unit 3 outside screws?

Fuel sending unit 3 outside screws?

Hello,
I have a 98 CTD12V, QC, auto, 117K, KDP killed ,and now I'm fixing the sending unit and installing new fuel lines USCG A1 hose. Are the screws on the fuel sending unit (which connect the upper metal portion to the lower plastic portion of the sending unit) suppose to be tight or are they guides to allow the lower plastic portion to float? thanks

Mine were loose when I pulled the module out, but when I reinstalled it, I measured the tank depth, and set them tight.
