Dragging hose

Folks,
I know this hose shouldn't be like this - I just noticed it like this when I pulled into the garage in the car the other day. I honestly thought the picture would be clearer. Truck is the one in the sig and the hose comes off the top of a block on the driver side of the rear axle. It appears that brake lines come off each side of this block. Is this the breather hose for the rear axle/diff?

I just went and looked under my 2000, and that's the breather hose for the diff. I attaches to a cross member under the spare tire.

Well that should be a pretty quick fix. Is there usually a little cap on the end like on my Chevy?
