Dead fog light

Dead fog light

Hi all. I have an 02 2500 24v with fog lights that won't come on. The switch seems to be working fine, the bulbs are good, relays and fuses are good. I took a voltmeter to plug-in and was getting about 9.5 volts on each end. I also tried a jumper on the relay and still no dice. Any idea why they aren't lighting? Thanks in advance.
