Clock Spring removal?

These instructions only say to disconnect the batteries but I've always been told to wait at least 15 minutes to start working on it so the capacitors can discharge.
The capacitors are there to deploy the airbag if the batteries get taken out in an accident.
When airbags first came out they were one of the leading causes of death among mechanics. Mostly what happened was getting hit on the side of the head by the bag while working under the dash, breaking the guy's neck.

Sort of like plastic explosives without a blasting cap.

Thats what I was thinking unhooking the battery and waiting a good hour or so before going at it. The job itself doesnt look bad at all jus taking the steering wheel off and a few panels just was double checking on the airbag. Thanks guys. Ill post a pic up after if teeth are missing haha.
