Charging problem

Hello everyone.... My 95 2500 quit charging. I replaced batteries and ends and altanator. It's only giving me 12.6
I was told the regulator is in the PCM. They are hard to find and pricey... Can a external be used?? I read a post from skinny Santa in which I also have no a/c , cruise, or tack. Will the ess effect this too??? Thank you

yes, my tach on my '97 went out... if there is no signal to tach, charging will not occur. if you can find that post again, there's a pic of where the ess is
