Bed rust question

Recently purchased a 2002 dodge ram 2500, I've had a few 2nd gens all with their own issues but I've never encountered this type of rust.Has anyone else had this happen to them? The rest of the bed is in good shape it seems to just be these spots.Does anyone know if you can purchase these wheel arches by themselves? If not I'll probably have to cut and weld.

I am guessing you will need to cut and weld...or swap out a cleaner bed.
