If one side is working it's probably one of the little solenoids that are on the drivers side fenderwell under the battery. Same story as mine. It was $90CAN (you have to buy both of course). Good luck on your hunt for a different truck. PM me if you're interested in that '97 reg cab. It's on your way to Alaska.
