Advice on R/R leaf spring shackle bolt

Im installing some auxiliary fuel tanks that run down the sides of the frame under the bed. The spot Ive chosen is good but the bolt that runs through the leaf spring and shackle up front is in the way. Theres no real way to do this but to turn the bolt around (yes and make it harder to remove in the future on the left side).
The question I have is how can I pop this out without the force of the leaf spring causing problems? And more importantly, how do I reinstall it? Looks like Id need a lot of force to bend the spring back up to the shackle.
Im assuming a floor jack and some tie-down straps could be useful somehow.

I want to get in there soon so I can hang these tanks but I dont want to unbolt this thing and find out theres no way to get it back up.
