You need to have the ABS system scanned for trouble codes. If you have a external problem like a failed front or rear wheel speed sensor, fix those first.
If no codes are present, it is most likely the ABS ECU is bad as it directly controls the pump.
There are a series of voltage and resistance tests that have to be done before the ECU can be totally blamed though, so you may want to have it in to the dealer as they will have the specific equipment to test it properly.

On my truck I had these symptoms and the ABS sensor was bad that is mounted on the rear axle.

i had kind of the same thing minus the pump issue.the issue was the dust shield had cut the ABS sensor cable behind the rotor on the drivers side.when i replaced the wheel bearing it came with the the ABS cable and all was good.

I kinda figured it is the small ecm on the pump since the pump motor runs constant but no pedal vibration like the abs is kicked on, this definitly needs fixing cause in a little rain the rear brakes lock up and this heavy truck spins out easy

I had almost the same issue minus the pump running. It took months to figure it out but I finally found it was the brake switch, the one activated by the brake pedal. It was fairly cheap and VERY easy to replace. Might be worth a shot for you.

Most of the time it is the sensor on the rear axle it cost like 30.00 and I would start there since our hubs are approximately 300.00 each. Usually the abs light will be on with the brake lights and the odometer will act funny and bounce around.
