Does it have a minimum driveability mode? 1500 RPM's like cutting off engine

If I understand your question right, there's a "limp" mode where the computer severely limits fuel that might give you what you're looking for. I believe it's when the computer can't sense either the EGT or boost pressure. It's probably possible to rig up a switch to turn it on/off, like when you go somewhere with valet parking. Somebody used to sell "valet switches" for the older 12 valve trucks that accomplished the same thing.
