2nd Gen Wheel Oxidation

Back in Dec. I bought my dodge ram its an 01 with the stock aluminum wheels. There are white bubbles of oxidation around the hub cap on the wheel. My guess is that salt and grime got stuck in the cap and was held there and caused the oxidation. My question is can you polish/sand the oxidation off? Or is there clearcoat that you have to strip? Or should i just buy some new HD Rockstars?

The bubbles are probably from takong the center cap off with the tire iron. Try clear fingernail polish, it might help alittle.
