Well another LP bites the dust
Hey Palmetto Kid, Dealer never said A thing. Why do you ask?? The mechanic commented on them that they looked nice. I just commented to him that DC should incorporate gauges in there diesels so anyone can tell if there is a problem. Would probably save them a fortune in guess work and would be able to tell immediately when a problem arises. I.e. Fuel Pumps.

This sounds like a fly-by-wire symptom.
What I mean is that the throttle settings dont ramp up in a smooth line, the actually step up in increments. Like a digital picture without enough resolution, it has steps in it. Sounds like when you're keeping the pedal in one spot, it is actually toggling between 2 throttle steps, and gives the feeling of surging.
APPS sounds logical.
