VP44 start

i cracked the lines, it has fuel to the injectors but truck still wont start. does the air intake/grid heater need to be on the truck to start?

also, put a fuel pressure guage on and when the LP comes on it is 15psi...after it shuts off it takes 2-3 secs to drop down to 0-1psi

where am i loosing prime?
