I have a 1999 2500 4WD Manual transmission. When I shift into 4WD the dash light does not come on and the truck is not in 4WD. I crawled underneath and the shift linkage is fine and is engaging. We already have a tom of snow on the road and are expecting more tonight. I am hoping somebody can point me in a direction of something to look at or check.

Define 'shift linkage' and how can you tell it's engaging? If the CAD linkage is engaging and the shift handle is in the 4x4 position, you should have 4 wheel drive.
