Turbo help

I was workin on my truck today and took the boot off of the Turbo and there was black oil all around the inside of the turbo dose anyone know what this means

Has it developed a oil drinking habit?
Is the turbine shaft loose?
Is there oil in the boot?
Oil seepage past shaft seal is suspected.

thats what my friend said and i was wondering if this means i need a new turbo or what and i tried to jiggle the impeller and there seem to be no shaft play and i havent changed my air filter recently so i know its not air filter oil

Wipe it out as best as possible, check it again in a week - if it has one of those oiled gauze-type air filters, could be from that - could be the drain line on the bottom is plugged, causing oil to bypass the labyrinthine compressor-side seal - check it for no kinks or sharp bends, pull it to see if it is open - could be carbonization inside the cartridge, blocking the drain - need to pull the turbo to check that by looking into the drain port

Move the compressor shaft side\side, up\down, in\out, rotating the shaft for each test - if the compressor fan touches the scroll at any point, turbo will need rebuilding
