Also, cracking 3 of the Injector lines at the head ( 19 MM wrench ) will bleed the Inj lines as well as check for VP operation. If you are by yourself, you can leave them slightly loose while you get it started and then tighten them with it still running.

Wait a second.

Go for the cheap fixes first. Key on, what does your lift pump go to? It should be 10# and can be measured with a screw on FP gauge on the side of the VP. Yours seems to be working. IF it is, the engine should start IF the VP is shooting. You may be losing pressure at the over flow valve. (There is a test procedure in the FSM - it opens at 14 or 15# & you remove it & put regulated air to it to know when it opens.)

Check for codes with a SCANNER. The "key on trick" is just about useless. Borrow/rent a scanner at the parts store. My Crank Position Sensor CKP was bad (intermittently) and did not throw a code. All else was normal except the thing would crank but not start. Finally it did throw a code and I changed the CKP $50 for Bosch part from the Zone. (I had put a Cummins part on a few months ago.

Got it running. Cracked 3 injector lines at the head and had the wife cranking it over until fuel finally came out. It took about 10 seconds. I think the fuel filter was extremely clogged up. Now she purrs like a kitten. Thanks for all of your help. Hopefully this might help the next guy.

that's usually a solution for getting air out of system.

You'll want to find out how air got into the system. It is a closed system unless opened ie to install filter or when something is leaking.
