Surging (coming from my foot?)

I have noticed that when coming up a hill near my home (10%), the engine surges and the only way to get it to quit is give it more or less pressure on the accelerator. I have a feeling that it's being caused by my foot oscillating on the pedal when the truck accelerates causing a "mechanical" oscillation of my foot pressure on the pedal. Has anyone else ever noticed anything like this? It has never happened on any other vehicle before, but I have never had a vehicle with this much torque before.

Turn key to "on" posistion - DO NOT START
Press accelerator pedal slowly to floor and raise slowly

You have now reset your APPS sensor.
