Sputtering/delay/surge

My dad has an 02 24v with a hypertech chip. while going down the road it will loose power and kinda surge and act real funny with or with out the chip.. it does it worse with the chip on though. Then sometimes if your going at a constant rpm and go to get on it a little to pick up speed it doesn't do anything for a second or 2 then it will take off.. Is the vp44 going bad or is it the lift pump? OR something else? P.S. it has no fuel pressure guage or warning light

Check the fuel pressure. Check for codes too.
Me suspects that the vp44 might be toast.

My dad said when he took the chip off it had like 5 codes then he put it right back on and it ran way better

Clean the MAP and IAT sensors. This has been known to cure the symptoms that you have. And its much cheaper than the VP. Do a search for the socket sizes required for these sensors. you just need carb or fuel injector cleaner.

I second the sensors but not so much the map I would lean more towards the IAT specifically if you are running a exhaust brake. I take mine out and clean it about 10000 mile intervals along with when I do the fuel filter.
