Unhappy Runs Rough, Shutters

So I started noticing this about a week ago, intermittently, I'll run the idle up to about 1500 or so and I notice the rpm will fluxuate down, and then drop about 200 rpm. I think maybe the lift pump from what I've read. Any thoughts? Thanks

Does it only do it at 1500rpm? Then it drops down 200 from there? Can you rev it it higher than 1500 and not have it happen?
I'm thinking more of an APPS unit (accellerator pedal position sensor aka TPS) problem.

Yes I can rev it up higher. The tach just fluxuates up/down, not all the time though.
