Radiator drain valve?

I think I got a factory reject radiator drain valve, or I am not doing it correct. It turns about a 1/4 to 1/2 turn but nothing comes out, this is with the rad cap off.
I don't see any hole at all for antifreeze to come out.
Thats with looking up in it with a flashlight when I turn it. Am i corrrect that it just turns to drain, not pull out and then turn? It does not want to pull out. I tugged pretty hard with pliers.
I'm ready to take off lower rad. hose. What am I doing wrong?

They are a real pain. Keep wiggeling it while turning it counter clockwise and pulling and it will come out. Probably the o ring is broken, they usually are and once disturbed they will leak until the o ring is replaced. Once out coat it heavily with white lithium grease and it will then come out easily in the future.

I would guess that the design that does not work is to just turn it 1`/4 turn but I have never gotten that to work. It has sort of a stop to get past at the 1/4 turn level and then it will come fairly straight out. First time is a pain. Might try some wd 40 or something on it, but it will come out.
