Ok bear with me I just recently bought this truck, so I dont know a whole lot about it. I have a 2000 3/4 ton cummins with a 5 speed. Well, today when I was making a few trips with it, once I started it up, it starts up fine sounds good, but after I make it down the road just a few blocks or so, it acts like its "falling on its face". It does the same thing that newbie does when they are driving a standard. It bounces around and acts like its "choking", not getting enough fuel. Well when it would do this I would clutch it and put the throttle to it and it would work itself out of it and be fine. Once I would turn it off and let it sit, no more than 10 minutes one time, it would do the same thing. It would start fine, sound real good then a few blocks later act like its dyin but I would be able to work it out. Well now it wont even start. It sounds like the fuel pump is kickin on but my dad has a 95 cummins and his dont make any noise like a fuel pump. Im not new at driving a stick so...what could be my problem? When I went to drain the fuel filter, all there was coming out was air. Any suggestions???
The lift pump going bad would not cause stalling. There are no performance symtoms of a failing LP. The injection pump failing would cause performance problems.
Pull codes, get an incab fuel pressure guage installed now.

The filter fills up from the lift pump before it goes to the injector pump right? I think that it does anyways. That why I suspected the lift pump because of the dry filter. I'll shut up and watch now... I've never worked on anything but my first gen so don't listen to me I was just thinking out loud.
If the lift pump fails.. the injection pump will draw the fuel on it's own until it too fails. You can have a bad lift pump for a day or 3 months and not know it until you VP fails.
Cycle your ignition three times (on/off) and write down any codes you get like Geico stated.
My guess is injection pump but cross your fingers.

"1693 is nothing but a code telling you that there is a code.
If all you see is the 1693, you need to have it scanned with a scanner.
If all the scanner sees is the 1693, then you need to have it scanned with the Dodge DRB Scantool, as it is the only scanner in existance that properly communicates with both the PCM and the ECM,
available at the Dodge Dealership, or on ebay for thousands of dollars.

fuel pressure gauge kits are available from geno's and so on.
when you checked the codes by the ignition did you let it cycle through 2 sets of codes? one for cpu and one for ecm? something like that. do the key on and off thing and wait till you have your mileage back in the odometer. maybe you didnt let it cylcle far enough.

I did the cycle several times and every time it went all the way back to its milage. When I did it, it would say " P 1693" then it would go to "P done" then back to the milage....with the fuel pressure gauges, how much would it be for a garage to install it, I dont like to mess with things like that.
So.. is your truck running?
I noticed that you drained your filter. Did you bump start it a few times to prime your fuel system?
I don't understand the air coming out of you filter but did you replace the filter?
