When you first turn the key on, it that the lift pump you can here running for a few seconds?:

should be more than a few seconds.....not sure how long it should run but more than a few seconds (maybe 10 sec) for sure....

10 seconds? Really!? I get to listen for no more than 3 to 5 in most all conditions.

New lift pump and all. Just curious.

A couple of seconds at lowered power, unless you bump the starter, than its 15 seconds or maybe more at full power.
