Intermittent brake issues

My 98.5 cummins has a braking issue. Sometimes when you apply the brakes you have to push the brake peddle quite hard to stop, other times it works better, but not really that good. Do you think that the power booster is not working properly, and if it needs replacing, how hard is this job? i know the price of a booster is around $ 200.

I'd check the power steering fluid first-

Is there enough?
Does it smell burnt?

If everything is OK there I'd continue with testing whether the power steering does work when you have the "hard pedal" issue.

Just my 2c

Do you have hydroboost or vacuum boost?

I don't remember what year they switched, and the source of the problem can be different depending on what you have.

My 98.5 and my friend's 97s have hydroboost.
On one of the 97s I had to clean out some coked oil from broken down PS fluid to get the hydroboost to work correctly again.

My 98.5 has the hydro boost. Rebuilt ones cost about $200, and wondering what test can be made to know if it is bad? And if bad, how hard is it to change?
