How to drain NV4500?

So, how do you drain the NV4500? I can't find a drain or fill. I think I might have found the fill, but it has like a metal tag on it? What's the deal with American cars/trucks that they do not use drain plugs on stuff? Like differentials and transmissions.

If you remove the lowers bolt on the PTO cover it will dran the fluid. The fill is on the passengers side with a tag on it if I remember right. I remove the PTO cover just to see how things looked and sealed it with RTV



See the blue tag, fill plug. PTO cover the the 6 bolt cover on the side.
