Great diesel mechanic wanted

I live in Vancouver, Wa just across the river from Portland, Or. Where is the best dealership or other Cummins repair to take my 98.5 diesel to for a LOW, Low MPG issue?
I'm only getting 12 on a good day. Have been through everything I can think of and read all the forums for information. Fuel pressure is 15psi (new lift pump) plenty of air in tires, new fuel filter, clean air filter, no smoke and good power. 90K miles. Even changed diesel brands a couple of times, and removed the Edge EZ about 6 mths ago (didn't help) Used to get 17-19 'round town, 20-21 highway. What the hell happened? This has been going on for about a year now. Have taken it to a shop who tried to located problem, but found nothing. No codes, even checked the pop off fuel return valve at the V-44 for correct pressure.

How about this- is it possible the chip "crashed" and needs to be reflashed? Is that possible?

...im not sure there are mechanics for Cummings.....Infact what is a cummings? lol...its fine, im not sure who to tell u to talk to, but im betting sumone will chime in real soon,,,

Did they check the MAP sensor? I would try to put the ez back on and see if it has made a change. I know the new ultra low sulphur diesel is causing some small mileage changes, but I would doubt that much. I dont think the ez is going to cause a problem where you would have to reflash.

Both the Map and IAT were checked and cleaned, although hardly any soot at all.

I have heard that a dying VP-44 will cause low fuel milage but I have no proof and the only place that I can think of close by is sourceautomotive in Milwalkie(sp) Or. But it sounds like you have everything in good working order how does the truck feel Low on power or anything like that?

The EZ should give you better fuel mileage. Is there a power difference when the ez is on and when it is taken off? If there is more power when the EZ is on then it sounds like its working fine. I would leave the EZ on. If you drive it normal, you will get more MPG's with the ez.

Thanks for all the thoughts. Here's answers to the questions posed.
I always figure the MPH manually, miles driven/gallons used. I have even checked the calibration on speedometer-odometer. and I am running stock tires w/proper inflation.

I am not experiencing any power loss or preformance issues, no smoking,hard starting or the like.

I did notice a fair amount of difference in bottom end power since I removed the Edge EZ. I've had the EZ for 3 years and NEVER gained mileage, but never lost more than 1-2 MPG afther the install. After I removed it about 6 mths ago I have not noticed and increase in MPG either.

I did find something yesterday that puzzles me. I removed the silencer ring on the turbo and noticed that there were many 1/4" pieces of rubber behind the ring, some poking out from underneath the ring toward the turbo fan. Upon close inspection, I could not find evidence on any injestion into the turbo. Blades were clean and turned freely. Was there a gasket behind the silencer ring? Otherwise, I have no clue wher that stuff came from. I did check the attached hoses and air filter and all was intact and clean of any debris. I cleaned out the rubber with a shop vac. Any ideas on this?
