Fuel filter question

On the front lower side of my fuel filter cannister is a black plastic lever, is this to drain the fuel? or is it the water seperator?

If not the water seperator, where is the water seperator?

Sorry for the newbie question but it's the only way I'll learn....

water will settle to the bottom of this canister.....after sitting over night you can flip the black lever....liquid draining out clear=water....yellowish=diesel.

Don't open it with the engine running.
