Factory turbo wastegate is loose?

Factory turbo wastegate is loose?
Can these things be tightened? I know you can do turnbuckles, j hooks, clamp lines, boost elbows, etc... but I think my factory wastegate is just "loose".
The truck has no boost cruising at 70mph, doesnt get over 20psi with adrenaline on kill, nothing over 13-14 on lower levels, and it takes quite a bit of acceleration to get a reading.
The map sensor is new, and you can DEFINITELY hear the turbo spinning, so either it's stuck open or it's loose which brings me to my question.
How to tighten it? Is the wastegate rod adjustable? If it is, how tight should it be?

Yea, I forgot to mention I have no boost leaks. All new boots and clamps, and verified to not leak.
I haven't checked to see if the rod is loose, truck isn't sitting long enough to cool down I know 32 is about max, but 13 is less than stock so something is up for sure.

Yea, actually I just checked it about an hour ago. All nice and snug too, no play. So at this point I'm out of ideas. Gonna take an elbow from work tomorrow and tap it for a set screw and see what I can get for boost out of the ol' girl.
