Acceptable Blow-by?

Acceptable Blow-by?
I am posting a video of my newly acquired 1999 Dodge Ram 2500. There seems to be some blow-by coming out of the vent tube. Nothing comes out of the dipstick or the oil cap. New to these trucks, and I am concerned with this. Could anyone please tell me if this is acceptable or normal on these trucks? I understand the crankcase has got to vent, but didn't think it would be seen this much. Engine has low miles (around 130k) ALSO, I have capped off the new vacuum pump, as I have been reading that if you have any vacuum leaks it will blow into the crankcase, making it look like you have alot of blow by. Oil cap does not move around or jump when running. Only spins slightly due to vibration. Any help would be greatly appreciated!
