2001 Cummins Rebuild Engine Oil Coming Out Of Lower Radiator Hose

Thanks in advance. I recently just rebuilt a 24v including machine work to the head and block nothing crazy just flattening and honing. Yesterday was the first test start, front clip off no radiator exc... upon the engine starting and running for about 15 seconds I shut it down to check things over. Thats when I noticed a boat load of oil coming out of the lower radiator nipple on the right side of the block. My first thought was a bad gasket or a bad oil cooler so I bought new cummins parts from the cummins dealer and reinstalled. Same problem continues. The other thing is That I installed a 2003 common rail mls head gasket. The amount of oil lost is approximately 1 gallon in about 20 seconds of running. Im at a loss. Anybody think of anything that it could be? Machine shop forget a freeze plug?

Wrong head gasket... CR and 24V heads are not compatible.
I don't know of any plug between oil and water on these blocks, only water to air and oil to air.
