I have a 1999 Dodge Ram club cab 2500 5.9L cummins and had the transmission rebuilt. Transmission shop stated that the transmission was bad and after replacing the transmission I still have the same problem, Transmission was not the problem. Transmission still will not upshift. There is a code set in the pcm P1693. Any suggestions on this problem?

I checked the PCM with my scanner and there are no codes displayed. But if I check the freeze frame data the code P1693 is displayed. The transmission shop did replace the pressure transducer and solenoid and wireing harness for them also.
Fuel pump
I was having the same trouble in my truck. Shop wanted to rebuild the transmission but couldnt give me a good reason why! I said no and a month later the VP44 fuel pump went out. After some research, I found that if the engine starves for fuel the ECM will compensate for everything including acceleration. My upshift was sometimes hard and drawn out, shifted at random, high RPM's and never seemed to have a set shift point. It might be worth it to check your lift pump and VP44. Just an idea.

No upshift equals no governor pressure, based on your description of issue.
Now for the rest of story. Gov pressure Solenoid and transducer were changed in 2000. 1999 and 2000 are not interchangable, nor are the computers.
Futher, need to check gov pressure. the port is on right rear upper area of tranny case. It is pointed straight back. As vehicle speed increases the gov pres should rise at a 2 to one ratio. IE, 20 MPH equals approx 40 PSI(diesel).
Should be able to tell about lack of power. From your description I assume it pulls out normally, but does not upshift to second by 20 MPH even if let off go pedal.

Thanks for the information. You are correct the truck will not shift to 2nd gear. It pulls out normally, but does not up shift to second by 20 MPH even if let off go pedal. Is there a special gauge I need to measure the governor pressure?

My truck did the same as Musthave said. Wouldn't shift from 1st to 2nd unless throttle was let off, after that the tranny shifted fine. Hooked a scanner up through OBD-II and found that there wasn't any pressure at the Governor Solenoid. I ended up replacing my entire Valve Body since I wanted to upgrade anyways (Came with new Governor and Transducer Solenoids).

Change out Governor Soleniod and Trasnducer... as suggested.

Did you try replacing the speed sensor in the transmission? When my 99 decided it would not shift 1st to 2nd until I let off, then got worse, to the point it would not shift out of first at all, I called my tranny guy and he told me to put a speed sensor in it. 20 bucks at Advance and it was fixed. I did try swapping the one out of my 96 first, to make sure though.
