yet another electrical gremlin!

okay, this one is weird. when i first got my 4x4 truck, i noticed on the way home that if i turned the high-beams on, after a few seconds i would loose all headlights. high, and low beams. then the low beams would miraculously come back. i did a little research, and learned that there is a circuit-breaker in the switch. okay makes sense. i had so much other work to do to the truck, i just ignored it for a while and never turned the high-beams on. fast forward 10 months, and i decided it was time to address the mess that used to be fusible links before it left me stranded or worse. at the same time, i put the headlights on relays. here is the set-up:

one relay is high-beams, one is low-beams, and the other two each operate a pair of pro-comp 9" lights on the bumper. the high/low relays share power from one 30amp fuse. the pro-comp relays each have their own 20amp fuse. all well and good. it has been this way for months. everything works fine, no issues, except! i still have the high-beam issue. but now, rather than tripping the circuit-breaker, it pops the 40amp fuse feeding that circuit (that replaced a fuseable link). now, here is where it gets weird. it ONLY does it when the key is "on" or "run". when the key is "off", the high-beams work just fine! i have gone over the schematics in the sticky 100times. (the truck is a 91.5') but, i am failing to find the associative circuit that is only active when key "on". any ideas?
