Wiper delay issue

Ok, so on my 90 w250 the wipers work good except for the delay part. They will be delayed on any position i put the switch on for 4 to 5 complete motions then they will begin to go without a delay, the same as if i put the switch on the slow setting. I would like to fix it but I'm not sure where to start any suggestions?

Probably that little module behind the dash. Mine just started not working on the first 3 clicks on delay, but work on the last few.

My 91 did the same thing. Cleaned contacts in the relay (plugged into fuse box) and it would appear to fix issue for a short period then do the same thing. Purchased new relay and it did the same thing after a bit. It only acted up in the wet months. When it was dry it worked fine. Never did figure it out
