what is this? 1989 - gauge cluster

on the back of an 1989 gauge cluster is a small metal box that plugs into the curcuit board with three prongs(see pictures,click to enlarge).what do you call it and what does it do?

It's a voltage limiter, keeps the voltage to the gauges at around 5 volts.
