Can the top of a VE pump be removed without taking off the fuel inlet tube?
My fuel line is seized and won't turn, going to have to break it if I want it out. Have to change the o rings on the fuel pin.

If you look back behind and to the rear of the IP you will see a coupler on the fuel inlet line, you might be able to loosen and remove the top with the rest of the line still attached that way.
I believe it's possible. The supply tube enters the case of the pump in front of and is not integrated with the top.
Surely you've tried some WD-40 or penetrating oil around the tube and fitting to try and free it up.

What kind of a wrench are you using?
I use a crowsfoot on the flare nut and open end wrench on the fitting.

Also, shoot a little PB blaster on it first.

Thanks folks, I was able to get the top off without touching the fitting.
Trying to reseal my AFC fuel pin as per Jim Lane's sticky post, all was well until trying to tap out the ball bearings, they are stuck good.
I grabbed a spare pump top I had lying around and proceeded to re seal
the spare and now I'm back on course. Thanks
