Strange issue when down shifting

So a few weeks ago I noticed that when I down shift to help slow the truck down, I dont feel much if any resistance. In fact it feels like it would lunge once and a while. Some times 2nd gear slowing down feels fine. I tried pushing in the clutch when it happens and the RPMs fall as they should. The truck starts vary quickly no matter how long it sits and I dont have any fuel leaks.

Any ideas?

I have details tuned the power screw 2 full turns. The throttle could be sticking but I can't get it to stick by moving it from under the hood
