By the sounds of it you might want to start looking for another cab. Check on the inside of the cab close to the windshield up top. Usually they rust from the inside out.

The windshield has no bearing on the roof-rust condition, cracked, busted out, or like new.

There are probably a hundred threads on the roof situation, some as recent as the last few days.

Look back through the threads and read what they have to say.

Roof-rust is a cause for panic, but not the end of the world; there are numerous ways to skin that cat, if one is willing to address the situation.

Instead of waiting too late to do one big all-or-nothing repair, attack the bubbles as they appear, wire-brushing them to shiny metal and filling with epoxy or fiberglass.

A Lund cab-visor will conceal splotchy paint repairs very nicely.

Surface rust started formin on my hood and roof not long after the paint started peelin......a couple weeks ago a body shop guy told me to take some 180 grit sandpaper and get it all out of there and use Kilz white primer on it....my truck is white so that worked perfect.....when i got right down to bare metal at every bubble with 180 grit, i went over the whole thing with 320 grit......put a few coats of that primer on and then some glossy white krylon spray paint.... was quite a bit of work by hand but it was worth it......looks a LOT better than rust and bare metal until i can afford to get a complete paint job
